As regards the first

recommendation an Ordinance W:19

of 1886 has been recently passed under which Juvenile offenders can be lawfully detained at the West Point Reformatory, and I am in communication with Bishop Raimondi on the subject; but, at the present moment, there is only ne juvenile offender under the age of 16 in the

prison.
